]]> The project consisted of construction of a 1.9 MW Solar Plant at the City of Marianna’s Wastewater Treatment Plant, and a 400 KW Solar Plant at the City of Marianna’s Sprayfield.

The DHM team was responsible for all site layout, solar and electric design, project management, permitting, and construction engineering inspection. One (1) 10-acre site, and one (1) 3-acre site. The was the first of its kind solar power project for the Jackson County area, funded by the FDEP State Revolving Fund.

Collaboration: Engineers on the project: DHM – Melvin Engineering, Civil Design, Port Engineering, Applied Research and Design, Electrical Design, Multi-agency collaboration with City of Marianna, FDEP, Florida Public Utilities, and additional stakeholders and contractors.

Notable project stats: This solar project was the first of its kind in the Jackson County Florida area. Annual electricity savings projected to be $325,000.00.

]]> The project consisted of construction of a 6.75-acre stormwater pond, north of Prough Drive, to retrofit what was untreated watershed, making treated stormwater available to irrigate 7.22-acres on the Chipola College campus. This project will reduce groundwater use for irrigation, improving water quality of discharge downstream into the Chipola River, and reduce flooding to the campus and to River Forest Road. In addition, this project brings aesthetic beauty to the campus, for its staff, students, and community members.

The DHM team was responsible for planning, civil design, permitting, grant funding and administration, project management, and construction engineering inspection.

The project included earthwork, installation of a bentonite clay pond liner, irrigation system with irrigation pump system, drainage culverts, concrete ditch paving and structures, sod and landscaping.

Collaboration: The DHM team coordinated efforts with the City of Marianna, Chipola College, Northwest Florida Water Management District, FEMA, and all other stakeholders and contractors to achieve successful project completion.

Long time professional associate, Elliott, Marshall, Innes, P.A., of Tallahassee, was the project architect.


The DHM team was responsible for civil engineering services for the original site, previously occupied by the Sykes Corporation building which was destroyed by tornadoes. For the new health department facility, the DHM team provided numerous project tasks including, civil site design and structural design, infrastructure improvements, (roadway, utilities, permitting) grants administration, coordination with design architect, construction administration, and structural threshold inspection.

This project was successfully completed on an accelerated timeline, with groundbreaking in February, the doors opened to the public in October.
