Established in 1989, David H. Melvin, Inc., (DHM, Melvin Engineering), is a full service civil and structural engineering firm, providing a broad spectrum of design and consulting services to clients in Northwest Florida. DHM is comprised of professional civil and structural engineers, landscape architects, planners, utility and transportation designers, grants administrators, contract managers, construction engineering inspectors, and technicians who possess the abilities to meet project challenges.

David H. Melvin, P.E.

Principal, President

In December of 1989, David established David H. Melvin, Inc., a full-service consulting engineering firm. With his vision, strategic planning and proven leadership, the multi-disciplined firm has grown from its infancy into the established and flourishing engineering company that is now recognized throughout Northwest Florida.

David pursued his Master of Business Administration from Florida State University, and received his Bachelor of Science in Civil Engineering with High Honors, from the University of Florida. In December of 1989, he established David H. Melvin, Inc., a full-service consulting engineering firm. With his vision, strategic planning and proven leadership, the multi-disciplined firm has grown from its infancy into the established and flourishing engineering company that is now recognized throughout Northwest Florida. In addition to David’s proven experience in civil and site design, full project management and quality assurance, David’s focus on character is the fabric of the company culture. Leon E. (Gene) Nobles, III, P.E.

Vice President | Transportation

Gene has applied his engineering expertise to a wide variety of projects and is recognized by clients for his problem-solving approach to challenging issues. He works closely with the Florida Department of Transportation, in addition to several local government entities throughout the Northwest Florida region. Gene has been with the firm since 1992.

With over 30 years of service, Gene has applied his engineering expertise to a wide variety of projects and is recognized by clients for his problem-solving approach to challenging issues. As the Transportation Division Manager, Gene has demonstrated leadership and success in design, plans production, contracts, and project management. He is uniquely qualified as the resident expert for all transportation-related projects. He holds a Bachelor of Science degree in Environmental Engineering with honors from the University of Florida, an Associate of Arts degree Cum Laude from Chipola College and is a licensed Professional Engineer in the state of Florida. Gene works closely with the Florida Department of Transportation, in addition to several local government entities throughout the Northwest Florida region.

Kimberly M. Holloway, P.E.

Vice President | Structural

Kim is a strong and trusted leader with creative solutions, excellent project management standards, and meticulous attention to details for every project. She serves as the 2022-2023 Florida Structural Engineers Association, Big Bend Chapter State Board Director.

Kim joined David H. Melvin, Inc. in 2000 while attending Florida State University to earn her Bachelor of Science degree in Civil Engineering, which she accomplished in 2003. Kim is a strong and trusted leader with creative solutions, excellent project management standards, and meticulous attention to details for every project. Kim brings out each team members’ unique talents and a collaborative spirit on every project, large or small. Her duties also include supervisory responsibility for professional engineers, engineer interns, CAD/BIM technicians and administrative staff. Kim served as the 2018 Florida Structural Engineers Association Big Bend Chapter President, and most recently as the 2020-2021 Florida Structural Engineers Association, Big Bend Chapter State Board Director, and the 2022-2023 Florida Structural Engineers Association, Big Bend Chapter State Board Director.

Jake is a senior level Project Engineer for design and inspection of roadway and utility projects and commercial site development.

Jake Mathis received his Bachelor of Science degree in Civil Engineering from Florida State University in 2005, and in the same year, he joined DHM. Jake is a senior level Project Engineer for design and inspection of roadway and utility projects and commercial site development. His experience includes transportation and utility project management for cities and counties located throughout Northwest Florida and the Florida Department of Transportation. He approaches project management for design and inspection challenges creatively and with innovative thinking while ensuring compliance to standards and specifications. Jake is uniquely qualified for his leadership role in our Construction Engineering Inspection (CEI) Division.

Rachel E. Durden

Chief Financial Officer | Administration

Using sophisticated financial software including Florida Department of Transportation system interface, Rachel is responsible for bookkeeping, accounts receivables and payables, invoicing, employee benefits administration, financial audit coordination, and payroll.

Brent E. Melvin, P.E.

Project Manager I Civil

A Northwest Florida native, Brent is a graduate of the University of Florida and is a Registered Professional Engineer with proven experience in both the private and public sector. Brent has extensive experience in a variety of engineering design processes. As a Project Manager, he provides guidance and oversight to other engineers, technicians, and designers on staff, encouraging collaboration and positive energy to each project.

Brent Melvin, P.E., Project Manager, is a graduate of the University of Florida and is a Registered Professional Engineer. Prior to joining DHM in 2020 as an experienced engineer, Brent worked in the Gainesville area with a focus on a variety of commercial and residential land development projects throughout the state. He was later hired by FDOT District 2 into the Department’s Professional Engineer Trainee program. Upon successful completion of the 18-month training rotations, Brent transitioned in to a position with the District 2 Drainage Office where he performed technical work in drainage design and permitting for transportation and maintenance projects. Following a move to the Tampa area in 2017, Brent rejoined the private sector overseeing the design of residential, multi-family, commercial, and healthcare projects. Brent has extensive experience in a variety of engineering design processes including site layout, transportation, stormwater management, and utilities. His passion is to utilize his range of expertise to assist clients in achieving their goals through innovative design solutions and effective project management.

Brian Bearwood, RLA, AICP

Landscape Architect, Planner, Senior Biologist

Brian joined Melvin Engineering in 2005, utilizing his expertise in landscape architecture, site planning, and impact assessment of project design and alternative designs pertaining to social and environmental factors.

Brian Bearwood earned his Bachelor of Science degree from Oregon State University. He is a Registered Landscape Architect and Registered Professional Planner. Brian joined Melvin Engineering in 2005, utilizing his expertise in landscape architecture, site planning, and impact assessment of project design and alternative designs pertaining to social and environmental factors. He has extensive experience in site development, permitting, design evaluation, and planning. Brian possesses extensive knowledge and experience working with federal and state environmental agencies. His technical expertise in landscape and irrigation design, drainage, biological assessments, impact analysis, geo-technical testing, land use and planning qualifies Brian as a talented professional with proven experience in all phases of planning, utility, and transportation projects.

Alfred C. Harrison, Jr.,

Senior Construction Inspector, Environmental Scientist | CEI

Alfred is responsible for conducting field inspections of construction projects. His expertise is in environmental issues, including wetlands delineation, and endangered species.

With a degree in Agriculture and a major in Horticulture from the University of Georgia, Alfred’s scientific background uniquely qualifies him for environmental survey, inspection, and analysis which he has performed for Melvin Engineering since joining the firm in 2006. Alfred holds FDOT CTQP certifications, and numerous recent projects include inspection and contract management on roadway and utility projects located throughout the region.

Margaret A. Baudoin

Planner | Grants Administration

Margaret is the FDOT LAP, SCOP, and SCRAP coordinator and is a liaison with multiple agencies, staff, and clients on issues of recordkeeping and successful project and contract compliance.

Margaret joined Melvin Engineering in 2006 after working with the Jackson County Board of County Commissioners as Assistant Director of Community Development. Margaret is the FDOT LAP, SCOP, and SCRAP coordinator and is a liaison with multiple agencies, staff, and clients on issues of recordkeeping and successful project and contract compliance. Her expertise includes grant writing and administration and project management. She is well-versed in all grant funding programs, including DEO-CDBG, NWFWMD, FDOT, USDA-RD, RIF and many others. Margaret’s meticulous work in examining reports, pay requests, providing research, GIS mapping, and all other support she provides, is a tremendous benefit to our team and the clients we serve. Margaret is also a member of the American Planning Association.

K. R. (Rick) Pettis, AICP, MPA

Rick joined the firm in 2006 after a distinguished military career with the US Armed Forces, and more than 13 years of experience in the public sector. His knowledge of land development processes, and procedures, coupled with his collaborative work ethic, serves as a significant asset to our clients.

Evan M. McAllister

Evan McAllister joined the firm in 1998 and is responsible for multiple regulatory agency coordination relating to grant application, administration, and contract compliance.

He works closely with local government entities, funding sources, and federal, state, and local regulatory agencies to ensure completion of successful transportation projects. He is the firm’s representative on issues relating to construction management and is the interface with construction field and administrative personnel. His area of expertise includes serving as the Resident Compliance Specialist and CSS on FDOT, LAP, SCOP, and SCRAP projects, as well as the Administrative Coordinator/Environmental Review Specialist on State and Federally funded projects. Evan is known throughout the state of Florida for his expertise in successful grant funding and administration.

Marti joined the firm in 2010. Her key responsibilities are office management, client and staff support services, and marketing initiatives.

Her formal education includes attending the Community College of the Finger Lakes and completion of Economic Development courses provided by the University of South Florida Small Business Development Center.

Mary-Margaret is experienced working with numerous City and County land development ordinances, and regulations regarding development, utility services, and other agency guidelines for development. She is a Florida Department of Environmental Protection Qualified Stormwater Management Inspector.

She earned her Associate of Arts degree with Honors from Chipola College in 1997, her Bachelor of Science in Civil Engineering in 2000. Her work experience includes transportation design projects and site design for commercial and retail clients. She is an expert in site grading, permitting, and stormwater design. Mary-Margaret is experienced working with numerous City and County land development ordinances, and regulations regarding development, utility services, and other agency guidelines for development. She is responsible for the design of stormwater management and conveyance systems using AutoCAD, StormCAD, WaterCAD, ICPR, and other software in the preparation and calculation of systems. Additional responsibilities include full project management from concept to final design, construction engineering inspection, and project close out.

Sandra Toole

Sandra joined the firm in 1999 as a draftsman. She brings several years of knowledge and trusted experience to the team and her expertise in plans production strengthens her construction inspection abilities. Sandra is fully FDOT CTQP certified and maintains her training and certifications, while providing meticulous records and reporting for every project.

After a successful and progressive 15-year career with the Florida Department of Corrections, CJ was ready for a new career. The CEI team quickly recognized his enthusiasm to learn, work together, study, and to become a Certified Inspector. He is very dedicated and has gained experience on numerous significant roadway projects. His documentation skills are excellent as well as his understanding and knowledge of the construction activities and corresponding specifications. Jamie MacDonnell Graham, P.E.

Jamie joined DHM in 2015, and is uniquely qualified as a Senior Level Project Manager and Supervisor. She is responsible for design and preparation of full plan sets, including permitting, construction documents, and bid documents for commercial, residential, and government structures.

Jamie is uniquely qualified as a Senior Level Project Manager and Supervisor, responsible for design and preparation of full plan sets, including permitting, construction documents, and bid documents for commercial, residential, and government structures. Jamie is well versed in all aspects of project management and structural design. Additional areas of expertise are providing creative design solutions and foundation design and wind load analysis. Jamie recently served as the Florida Engineers Society Big Bend Chapter President.

John Marc Tomlinson

Project Manager | Utilities

Marc's 20+ years’ experience includes utilities systems design and operations, and as a Senior Designer in the Utilities Division of DHM. In addition, Marc is a licensed certified FAA Drone Pilot and has put that expertise to use on numerous projects to better serve our clients' needs, particularly in post-disaster assessments.

He earned his Associate of Science degree in Computer Graphics from Tallahassee Community College, in addition to receiving his Certification in Computer Aided Drafting and Design. Marc is a licensed certified FAA Drone Pilot and has put those skills to work on multiple projects. His decades of experience includes utilities systems design and operations, and as a Senior Designer in the Utilities Division of DHM. His responsibilities include design, cost estimating, project management, contract management, permitting, and construction engineering inspection. Marc continues to expand his expertise in roadway construction inspection, innovative utilities design, and grants administration, bringing much value to each project.

Justin Hancock

Justin joined the team in 2016 and holds numerous FDOT CTQP certifications. He is detail oriented and has excellent communication skills. Justin ensures all paperwork is filed properly, activities are recorded accurately, and response to contractors and clients is immediate. Justin is a tremendous asset to the team and all projects he is assigned.

James Thomas (Tommy) Hays

As a Senior Level Engineer, Bill is responsible for the design and construction management of municipal water distribution systems, water treatment plants, wastewater collection systems, wastewater treatment plants and natural gas distribution projects.

John Udochi

John Udochi, a Mechanical Engineer, joined the firm in December 2021. His work experience includes HVAC design and plumbing design for residential multi-family buildings as well as for industrial and commercial buildings.

Destinee joined DHM in 2021 after obtaining her Bachelor of Science degree in Chemical Engineering, with Honors, from the University of Florida.

Ryan joined the firm in 2016, beginning his career at DHM in the Construction Engineering Inspection (CEI) Division. Ryan obtained valuable experience on numerous municipal CEI projects before transitioning into design engineering.

His documentation skills are excellent, and he has a solid understanding and knowledge of construction activities, design intent, and corresponding specifications. Ryan moved to the Ocala area in 2020 to work for the prime engineering firm developing the largest single-site residential development in the nation, where he further strengthened his capabilities in site development, stormwater management, and transportation design. Moving back to Northwest Florida, he re-joined DHM in 2023 and is an integral part of our engineering team.

Amanda M. Morrell

Amanda recently graduated from Florida State University with her Bachelor of Science degree in Civil Engineering in December 2022, after having obtained her Bachelor of Science degree in Mechanical Engineering from the University of South Florida in 2020.

Amanda joined the firm as a student intern in May 2022, and officially came on board full time in January 2023. She is continuing her academic path by attending Florida State University and pursuing her Master of Engineering degree in Civil Engineering while specializing in Structural Engineering. Amanda has gained valuable experience on numerous projects under the guidance of senior engineers that has allowed her to further her knowledge in both design and detailing of structural projects. Her willingness to research and find unique solutions to her projects makes her a valuable asset to our team.

He has successfully written, secured, and implemented grants through multiple agencies, Federal, State, and Local. His trusted experience in local government coupled with his collaborative spirit, allows him to serve our team and our clients very well.

Hunter joined the firm in 2023, after serving in local government for over 6 years. Serving in the Planning and Grants Division, Hunter brings trusted and proven experience to the firm. He has successfully written, secured, and implemented grants through agencies such as the Federal Emergency Management Agency (FEMA), Florida Division of State Historical Resources (FDOS), Florida Department of Economic Opportunity (FDEO), Florida Department of Environmental Protection (FDEP), and the Florida Department of Transportation (FDOT). He works closely with local government entities to assist them in obtaining grant funding to complete a variety of infrastructure and strategic planning projects.

Rick Harrell

Senior Designer, Inspector I Civil/Utilities

Rick has been the project manager over numerous Water and Wastewater projects including but not limited to plant and collection/ distribution system upgrades. He has been with DHM since 2021.

Rick joined the firm in 2021 as a seasoned professional, having served for 37 years with the City of Marianna as their Water/Wastewater Supervisor. Rick has been the project manager over numerous Water and Wastewater projects including but not limited to plant and collection/ distribution system upgrades. He successfully works closely with the Florida Department of Environmental Protection (FDEP) ensuring compliance with rules and regulations. Rick attends FDEP training classes annually to stay up to date with current regulations and rule changes. He not only brings experience, meticulous attention to detail, and expertise to each project, he is an excellent communicator and collaborator, benefiting colleagues and clients alike.

Dillon Melvin

Dillon joined DHM in 2023, after years in the restaurant industry. Dillon adapts quickly, willing to integrate innovative concepts into his work, and to each project task he is assigned. He has a unique perspective and eagerness to learn and is currently honing his CAD skills.

Dillon joined DHM in 2023, after years in the restaurant industry, bringing with him the flexibility and leadership skills he obtained while holding various roles. His educational path provided a strong foundation for his professional development, and his position as a Resident Assistant (R.A.) while at college equipped Dillon with the necessary communication tools needed for future success. Dillon adapts quickly, willing to integrate innovative concepts into his work, and to each project task he is assigned. He has a unique perspective and eagerness to learn and is currently honing his CAD skills while expanding his knowledge of engineering under the guidance of seasoned engineers and designers. Dillon is currently participating in the Leadership Jackson County program.
