The project consisted of the construction of the site design for a 351-acre Distribution Park located adjacent to I-10 in Marianna, Florida. Melvin Engineering was responsible for all site design, utilities, permitting and construction inspection.

Location: Tallahassee, Florida
As consultants to Hicks Nation Architects, the DHM team provided preparation of civil engineering drawings, stormwater design, and construction documents for the Florida State University Haskins Circus Complex including the pedestrian walkways and two (2) concrete bridges, helical pile testing and installation, and parking lot expansion.
Collaboration: Coordination with the Florida State University Project Managers, Hicks Nation Architects, other stakeholders, and the contractors, to achieve successful results from project start up to close out.
Construction Cost: $1.9 Million
Jackson County Health Department

Location: Jackson County, Florida
The project consisted of new construction of a full-service health facility for Jackson County residents. The 48,950sf building is situated on 11.92-acres located in the Marianna Industrial Park. Long time professional associate, Elliott, Marshall, Innes, P.A., of Tallahassee, was the project architect.
The DHM team was responsible for civil engineering services for the original site, previously occupied by the Sykes Corporation building which was destroyed by tornadoes. For the new health department facility, the DHM team provided numerous project tasks including, civil site design and structural design, infrastructure improvements, (roadway, utilities, permitting) grants administration, coordination with design architect, construction administration, and structural threshold inspection.
This project was successfully completed on an accelerated timeline, with groundbreaking in February of 2011, the doors opened to the public in October of 2011.

Location: Tallahassee, Florida
As Prime, DHM prepared civil engineering plans and specifications for the FSU Interdisciplinary Health Clinic, including stormwater analysis, preparation of civil engineering drawings, and construction documents for the new FSU Interdisciplinary Health Clinic.
DHM also provided bidding and negotiation phase services, construction phase services, City of Tallahassee permitting, Northwest Florida Water Management District ERP permit, and Florida Department of Environmental Protection stormwater inspections for the project.
Collaboration: Multi-agency coordination with the City of Tallahassee, Florida State University, Florida Department of Environmental Protection, Northwest Florida Water Management District, and all other stakeholders, and contractors for successful project completion.

Chipola River Protection and Stormwater Mitigation Retention Pond
Location: Marianna, Florida
The project consisted of construction of a 6.75-acre stormwater pond, north of Prough Drive, to retrofit what was untreated watershed, making treated stormwater available to irrigate 7.22-acres on the Chipola College campus. This project will reduce groundwater use for irrigation, improving water quality of discharge downstream into the Chipola River, and reduce flooding to the campus and to River Forest Road. In addition, this project brings aesthetic beauty to the campus, for its staff, students, and community members.
The DHM team was responsible for planning, civil design, permitting, grant funding and administration, project management, and construction engineering inspection.
The project included earthwork, installation of a bentonite clay pond liner, irrigation system with irrigation pump system, drainage culverts, concrete ditch paving and structures, sod and landscaping.
Collaboration: The DHM team coordinated efforts with the City of Marianna, Chipola College, Northwest Florida Water Management District, FEMA, and all other stakeholders and contractors to achieve successful project completion.
Construction Cost: $1.4 Million

Location: Marianna, Florida
The project consisted of construction of a 1.9 MW Solar Plant at the City of Marianna’s Wastewater Treatment Plant, and a 400 KW Solar Plant at the City of Marianna’s Sprayfield.
The DHM team was responsible for all site layout, solar and electric design, project management, permitting, and construction engineering inspection. One (1) 10-acre site, and one (1) 3-acre site. The was the first of its kind solar power project for the Jackson County area, funded by the FDEP State Revolving Fund.
Collaboration: Engineers on the project: David H. Melvin, Civil Design, Port Engineering, Applied Research and Design, Electrical Design, Multi-agency collaboration with City of Marianna, FDEP, Florida Public Utilities, and additional stakeholders and contractors.
Notable project stats: This solar project was the first of its kind in the Jackson County Florida area. Annual electricity savings projected to be $325,000.00.

As consultant to DAG Architects, DHM provided the preparation of civil engineering drawings and construction documents for the Camp Blanding MATES Expansion and Renovation project, including sanitary sewer, domestic water, and stormwater drainage.
Collaboration: Paul Davidson, P.E., Design Engineer, Kim Holloway, P.E., Quality Assurance, Structural Engineer, and Mary-Margaret Farris, E.I., Stormwater Analyst, collaborated and worked seamlessly with the DAG Architects team, agencies, and stakeholders, to provide excellent results for a successful renovation and expansion project.

Location: Holmes County, Florida
This FDOT State Road 81 project was a 21.5-mile project which consisted of milling and resurfacing, drainage improvements, guardrail replacement and turn lane construction on State Road 81 from the Walton County Line to the State of Alabama.

Location: Gadsden County, Florida
Resurfacing guardrail installation and drainage improvements of Little Sycamore Road in Gadsden County. The scope of work included widening and resurfacing 4.21 miles of Little Sycamore Road in Gadsden County, from Sycamore Road to Flat Creek Road.

Location: Jackson County, Florida
County Road 164B (Hummingbird Road) project consisted of full depth reclamation of the existing roadway, drainage improvements and resurfacing of Hummingbird Road from State Road 71 to County Road 165 (Basswood Road). The project was to reconstruct and widen Hummingbird Road and was approximately 2.94 miles.

Dune Lakes Elementary School

Location: Santa Rosa Beach, Florida
In conjunction with DAG Architects, the DHM structural team provided structural design, detailing, and inspections for this one of a kind, modern, and functional new school. Project tasks included media center trusses, entrance towers mimicking lighthouses, and the Brise Soleil constructed out of glulam columns and beams to help shade areas of the school from direct sunlight.
Kimberly Holloway, P.E., Jamie Graham, P.E., O. Sean Martin, P.E., and additional DHM staff worked seamlessly with the team at DAG Architects to achieve successful project results.
Notable project stats: the trusses are special glulam and steel trusses, designed by O. Sean Martin, P.E. They add a unique and striking focal point.

As subconsultants to Hicks Nation Architects, the DHM team provided structural engineering and special inspections. Tasks included analysis of existing structure for construction loads, structural engineering design on miscellaneous framing of soffits, partitions, catwalks, stained glass seal support, and stage area.
Safety Considerations: As Senior Structural Engineer, Jamie Graham, P.E., was the project design engineer and was the authorized representative that completed threshold inspections. These were conducted to ensure the work was performed in accordance with design documents.

Location: Tallahassee, Florida
As consultants to Hicks Nation Architects, the DHM team provided structural design and detailing for a new superconducting magnet lab at the FSU National High Magnetic Field Laboratory. Jamie Graham, P.E., Senior Structural Engineer was the design engineer for the project. Harrison Martin, Draftsman, provided excellent engineering support, using Revit software.
Design included foundation and magnet pits using GFRP reinforcing and steel-framed structure with aluminum-framed non-magnetic mezzanine. Walls had copper RF shielding for reduction of radio signals.
Construction Cost: $1.2 Million

As part of the DAG Architects team DHM served as subconsultant providing the structural engineering needs for the project.
Kimberly M. Holloway, P.E., was the structural engineer of record, designer, and detailer of the 22,000sf fleet maintenance and logistics buildings. Jamie Graham, P.E., was the designer and detailer of the 64,000sf Training Tower. The fleet maintenance building is a 100ft by 116ft pre-engineered metal building with eight service bays, a mezzanine, and an overhead 7.5-ton crane. The logistics building is a 40ft by 11ft, three story pre-engineered metal building with composite floor slabs. The training tower is a 40ft by four story precast concrete structure.
Construction cost: $6.6 Million

The project consisted of new construction of a 42,000sf complex for educational and performance purposes, with a 650-seat performance theater, a 150-seat experimental theater, a studio and instructional suite for dance programs, and administrative office space.
As part of a design-build team, DHM provided design and permitting services for the project site and access roadway design, including drainage for building access for this state-or-the-art education and performance complex.
Collaboration: Coordination with DAG Architects, the City of Marianna, Chipola College, contractors and subconsultants, additional agencies and stakeholders with positive, award winning results.
Awards: The architectural firm for this project, DAG Architects, received the following design awards: Associated Builders and Contractors, North Florida Chapter, Eagle Award for Institutional 2013

DHM supported the City of Marianna and Jackson County in their partnership effort with Gulf Power to obtain multiple “Certified Industrial Site” certifications by a national site development firm. This was an extensive due diligence investigation and planning effort that resulted in two certified sites that the community now uses in multistate competitions for significant economic development projects.

Graphic represents the site that through an extensive review of the County geography was located by DHM and undergone significant predevelopment investigation and planning for future development as a regional, tri-county MEGA Site. This site is one contiguous parcel of more than 2,300 acres and provides a rare opportunity for the development of a large complex manufacturing campus.

DHM supported Jackson County effort to develop and gain USACOE approval of new Master Plans for five Corps owned park sites on Lake Seminole within Jackson County. this was a 4-year long project. All five Master Plans were approved by Corps. The follow up to that was completing Environmental Assessment for three of the five and gaining final acceptance of the assessment. These three (Neal, Paramore and Howell’s landing parks are now approved for multiple improvement projects by the County as funding supports.

DHM planners developed a land use map for the former State reform school site involving more than 1,293 acres. This site has approximately 70% of the land inside the City of Marianna and so it required coordination with both the City and the land owner Jackson County. This land use plan addressed the need for Industrial, Commercial, Residential and Public land use areas. All these needs were met by the proposed land use map now being adopted by Jackson County and City of Marianna.

Location: Location: Washington and Holmes County, Florida
Anderson Columbia Company, Inc. (ACCI) teamed with DHM, Florida Bridge and Transportation (FBT), and Snelgrove Surveying and Mapping (SSM) to design and construct this two-lane to four-lane reconstruction project along the State Road 79 Corridor from Mill Branch Bridge to I-10 (21-mile long project).
As part of the Anderson Columbia Company, Inc. (ACCI) Design / Build / Finance team, DHM provided roadway, signalization, signing and paving markings, drainage, and permitting.
Notable: This ACCI project is the largest Design / Build / Finance roadway project in the Florida Department of Transportation District 3. This project includes extensive wetland impacts and permitting, construction of 37 stormwater management facilities, utility relocation and coordination, complete utility system design and rebuild in the City of Vernon, complex geotechnical investigation, including specialty construction techniques using rigid inclusions, wick drains and surcharge.
The project also includes the construction of three bridges.
Construction cost: $104 Million

Location: Leon County, Florida
The DHM roadway design team provided signalization, roadway, signing and pavement markings, drainage, and permitting. The scope of work included milling and resurfacing with the addition of five-foot paved shoulders to a portion of State Road 267 (Bloxham Cutoff) in Leon County, from State Road 20 to the Wakulla County Line.
Notable: This project lies within an environmentally sensitive area (the Apalachicola National Forest) that required special attention to the needs and requirements of the US Forestry Service.
Collaboration: DHM partnered with EGS for Geotechnical investigation, and Snelgrove Surveying for survey services, while working cooperatively with the Florida Department of Transportation, and all agencies and stakeholders for a successful project.

The DHM roadway design team provided signalization, roadway, signing and pavement markings, and permitting. Snelgrove Survey and Mapping provided survey services and Phillips Precision Engineering provided design of drainage structures, drainage details, and stormwater pollution prevention plans.

The DHM roadway design team provided signalization, roadway, signing and pavement markings, drainage, and permitting. EGS provided geotechnical investigation and Snelgrove Survey and Mapping provided survey services. DHM designed the signal mast arm supports along SR 20 at the intersection with Idlewild Drive in Tallahassee.
Notable: This project included extensive permitting with the City of Tallahassee, utility relocation and coordination, geotechnical investigation and coordination with the City Traffic Operations Department.
Collaboration: DHM partnered with EGS for Geotechnical investigation, and Snelgrove Surveying for survey services, while working cooperatively with the Florida Department of Transportation, and all agencies and stakeholders for a successful project.

The FSU Haskins project presented many challenges to our engineering and landscape architecture team. The drainage area crossing through the space required sidewalk connection via two pedestrian bridges and creative grading techniques to maintain the flow of stormwater through the site.

DHM In-house Landscape Architects worked collaboratively with DAG architects & the Walton County School District to create a landscape over the 33-acre site that was not only beautiful, but creative and low-maintenance as well.
Elements such as outdoor teaching classrooms and a geyser fountain in the SW pond are just a few of the special features that set this school environment a part.

Our team of landscape architects worked with Santa Rosa Board of County Commissioners to beautify a section of State Road 87 in Santa Rosa County through a FDOT Joint Partnership Agreement Grant. Standard Crepe Myrtles, and Sabal Palms along with many understory species now line this portion of the highway through a notable tourist thoroughfare.

The project consisted of the construction of a 2,100 SF Dairy Queen Grill and Chill restaurant located on the SR 71 south of the I-10 interchange in Jackson County, Florida. The project consisted of an 8,400 SF commercial shopping center located on Hwy 90 East in Marianna, Florida. Melvin Engineering was responsible for all site design, drainage design, permitting and construction inspection.

Location: Marianna, Florida / Jackson County, Florida
Improve infrastructure at the Marianna Airport Commerce Park, specifically to site for a manufacturer recruited to the area. The Scope of Services included increasing water/wastewater capacity for expansion and future growth, demolition of two existing water storage facilities, determining location of existing water/wastewater lines and other utilities (telecommunications and natural gas) to extend services, identifying fire protection needs, roadway and parking area improvements, and Landscape and irrigation design.
Notable: The Largest Communities Development Block Grant – Economic Development Grant Award Ever Funded by the State of Florida – $3.2 million dollars for infrastructure improvements
DHM provided FULL GRANT ADMINISTRATION SERVICES for the project., in addition to design and inspection services for the required infrastructure to accommodate the manufacturer coming in, including a 300,000-gallon pedosphere water facility, access and entry road widening and resurfacing, stormwater drainage improvements, water/wastewater/natural gas extensions, landscape and irrigation design, and increased fire protection.
Collaboration: A manufacturer was recruited to the area by the Jackson County and City of Marianna economic development teams and chose to locate in a 270,000sf space formerly owned by the City.
Blountstown Greenway Multi-Use Trail

Location: Blountstown, FL
Located in the Northwest quadrant of the City of Blountstown, and winding through the City for approximately 5 miles, the greenway trail spans from the Apalachicola River at Neal Landing on the southeast to Sam Atkins Park on the northwest. Portions of the trail follow the former Marianna and Blountstown Railroad which served the area from 1909 until 1972. Midway on the trail visitors can enjoy a stop at local shops and additional areas of interest.
DHM provided Grants Administration, Planning and Development, Environmental Assessments, Right-of-Way Acquisition coordination with the FDOT, and Construction Inspection.
Those using the trail today find parking and picnic facilities strategically designed for comfort, convenience, fitness, and pleasure. Funded in part by the Florida Department of Transportation Enhancement Grant funding, and the Florida Department of Environmental Protection Florida Recreational Development Assistance Program (FRDAP) funding, the DHM team’s planning and development, right-of-way acquisition, and grants administration helped the project become a reality.
Notable: Part of the Florida Trail, the Blountstown Greenway trail has received much positive press, not only on the state level but from international tourist who enjoy hiking the Florida Trail section by section. The Florida Trail stretches more than 1,000 miles and is one of 11 such National Scenic Trails in the country. The Rails-to-Trails Conservancy awarded the Blountstown Greenway as Trail of the Month soon after its completion.
Collaboration: This award-winning project was a joint effort between citizens, community advocates, local, regional and state officials and funding agencies.
Sneads Wastewater Treatment Plant and Sprayfield Extension – Phase I and II

Location: Sneads, Florida
Upgrade the existing facilities included increased capacity from 495,000 gallons per day (gpd) to 1.1 million gbd. The effluent sprayfield was expanded from 40 acres to 203 acres. Accomplished in multiple phases over several years with funding from USDA Rural Development and the Florida Department of Environmental Protection, and the State of Florida community Development Block Grant program, the facility underwent another upgrade to significantly increase capacity.
Notable: This multi-phase state-of-the-art facility gained statewide recognition from USDA – Rural Development. Selected from projects located throughout the State of Florida, the Sneads facility was selected as the top award winner based on design, operation, and maintenance in addition to meeting and exceeding all environmental requirements. This facility was also a recipient of the Aero-Mod Excellence in Operations Award. Aero-Mod, Inc. is a Kansas based manufacturer of wastewater treatment plant equipment.

Melvin Engineering serving as the engineer for the City of Marianna, providing design, permitting, bidding, and construction administration and inspection services for this photovoltaic solar facility, as provided in the City’s Community Development Block Grant application and grant award.
Construction of a solar facility, on land owned by the City of Marianna at the Marianna Airport Commerce Park, west of Catalyst Fabric Solutions. The facility will provide solar generated electricity to Catalyst Fabric Solutions through a net metering agreement with Florida Public Utilities.

Green Circle BioEnergy (Enviva, Inc.) Pellet Plant Facility
Location: Cottondale, Florida
The project consisted of the construction of the world’s largest wood pellet production facility, Green Circle BioEnergy, now Enviva, on a 256-acre site. Melvin Engineering served as the lead design firm and overall project manager. DHM provided: Civil and Site Design, Structural Design, Large scale multifaceted project on expedited timeline, intricate project management, complex structural and building designs, water/wastewater systems, extensive electrical and control systems, environmental—wetlands permitting, and construction engineering inspection.
DHM was part of the Jackson County Economic Development team that was committed to providing services, incentives, and coordination of federal, state, and local agencies.
This project has been recognized state-wide and industry-wide as a regional economic development success story.

Melvin Engineering provided stormwater and roadway design, water and sewer extension, natural gas extension, signalization improvements, Florida Department of Transportation permitting, Florida Department of Environmental Protection permitting, and Northwest Florida Water Management District permitting for the state-of-the-art Jackson Hospital Urgent Care Facility.
Grant administration and compliance services were provided by the Resident Compliance Specialist at DHM.
Florida Department of Economic Opportunity Community Development Block Grant Economic Development program funded amount: $553,042.
Family Dollar Distribution Center
Family Dollar Distribution Center
Location: Jackson County, Florida
After an extensive search, Family Dollar Stores, a multi-billion dollar retail business, decided to locate Distribution Center #9 in Marianna, Jackson County, Florida. Serving Family Dollar retail stores in the Southeastern United States, the center is located at the intersection of Interstate 10 and SR 276 and is situated on a 75-acre site in the newly developed Distribution/Construction Services Park.
DHM was instrumental in providing technical information, preliminary engineering, and multi-agency coordination in the initial discussions with the company officials and became a key member of the design/construction team.
Meeting the challenge of an accelerated design and construction schedule was no small task. In just 12 short months, the facility began operation. It continues to operate under 906,000 square feet of warehouse and office space, employing approximately 400 workers, and positively impacting the NW Florida region daily.
